Established by Dr. Vincent E. & Mrs. Frances B. Reed. Recipient must be a US citizen or permanent resident with a permanent domicile in the Metropolitan Washington D.C. area. The student must be a full-time student with a freshman, a sophomore, or a junior classification with a cumulative GPA of 3.0 or better. Must be undergraduate. No Freshman or Graduate status.
